Christine Zhenwei Qiang

Global Director, Digital Core at World Bank

Christine Zhenwei Qiang is the Global Director of Digital Core at the World Bank’s Digital Transformation Vice Presidency. She leads efforts to build the foundations for digital transformation in developing countries; expanding broadband, strengthening digital safeguards, promoting AI and emerging technologies, and advancing environmental sustainability and digital inclusion.

Since joining the World Bank in 1998, Christine has held leadership roles across digital development, investment climate, and competitiveness. She previously directed the Digital Development Global Practice and managed regional and global teams within the Finance, Competitiveness, and Innovation (FCI) and Macroeconomics, Trade, and Investment (MTI) practices.

Christine has overseen flagship publications including the Global Information and Communications Reports (2006, 2009), Global Investment Competitiveness Reports (2017/18, 2019/20), and Digital Trends and Policies Reports (2023, 2025). Her work spans AI, cybersecurity, broadband, private sector development, and regulatory reform, with numerous contributions to journals, books, and blogs.

She holds a Ph.D. in Economics and a Master’s in Computer Science and Engineering from Johns Hopkins Universit
